Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult Medicaid enrollees in Hawaii for fiscal years 2021-2022 and 2022-2023.

Requires the Department of Human Services to obtain maximum available federal matching funds and pursue all funding sources including private grants before expending any state general revenues.

Addresses Hawaii's poor oral health outcomes, including the state's failing grade on oral health report cards since 2010 and the elimination of adult dental benefits in 2009.

Cites data showing adult Medicaid beneficiaries represent 25% of Hawaii's population but account for 56% of emergency dental services, with emergency room visits for dental conditions costing over $17 million annually in 2016.

Takes effect July 1, 2021.
