Amends Hawaii Revised Statutes Section 92F-42 to require the Office of Information Practices (OIP) director to either rule or provide written guidance when reviewing agency denials or grants of access to information or records.

Modifies the OIP director's duties regarding sunshine law compliance by allowing complaints to be resolved either through determining whether a violation occurred or by providing written guidance.

Makes grammatical corrections throughout the statute, replacing "which" with "that" in multiple subsections.

Effective date of July 1, 2050.
