• Transfer state fire council administrative oversight from department of labor and industrial relations (DLIR) to department of commerce and consumer affairs (DCCA)

• Establish new boiler and elevator safety law under DCCA jurisdiction with creation of a 3-member boiler and elevator safety appeals board; repeals chapter 397, Hawaii Revised Statutes

• Transfer authority over boiler and elevator safety inspections, permits, and enforcement from DLIR to DCCA with detailed fee schedules for inspections, installation permits, and examinations

• Transfer administration of human trafficking victim services fund from DLIR to the judiciary with judiciary responsible for submitting annual reports on fund receipts and expenditures to legislature

• Effective date: December 25, 2040
