Amends Hawaii Revised Statutes Section 343-5.5 to exempt secondary actions involving infrastructure improvements within existing public rights-of-way or highways from environmental impact assessment requirements.

Defines "secondary action" as infrastructure work within a highway or public right-of-way that is ancillary to a primary action on private property.

Specifies that exempt infrastructure includes waterlines, wastewater lines, gas lines, drainage facilities, electrical, communications, telephone, cable television utilities, and highway or roadway improvements.

Removes the requirement for applicants to submit documentation confirming no further discretionary approvals are needed and eliminates the discretionary consent definition from the statute.

Effective date: July 1, 2050.
