Appropriates funds for collective bargaining cost items negotiated with the exclusive representative of collective bargaining unit (5) for fiscal biennium 2021-2023, with all funding sources (general, special, federal, and other funds) currently showing zero appropriations.

Appropriates funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (5) members, with all funding sources currently showing zero appropriations for fiscal years 2021-2022 and 2022-2023.

Requires the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Provides that salary increases and cost adjustments for employees paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Requires any unexpended or unencumbered funds to lapse on June 30, 2022, and June 30, 2023; takes effect on December 25, 2040.
