Amends Hawaii Revised Statutes Section 88-93.5 to clarify procedures for Qualified Domestic Relations Orders (HDROs) affecting the Employees' Retirement System.

Allows system to accept either a certified copy of a divorce complaint or divorce decree (previously only complaint) when providing benefit information to spouses during divorce proceedings.

Establishes that the system's review notification on proposed orders is advisory only and does not constitute a formal determination of whether an order qualifies as an HDRO.

Adds two new provisions: (1) payments to alternate payees count as payments received by retirants for certain benefit calculation purposes, and (2) priority of multiple HDROs is determined by the order in which certified copies are received by the system, not by court entry date or marriage date.

Applies to all domestic relations orders submitted on or after the effective date of the act.
