Permits the Public Utilities Commission to accept applications, complaints, pleadings, and other documents in either original paper or electronic copy form, rather than requiring both formats.

Removes requirement that electronic documents be submitted on compact disks in portable document format; instead requires electronic documents to be named using the filing party's name, docket number, date of filing, and document name.

Allows applications and written requests to the PUC to be submitted on paper or electronically across multiple statutes governing utilities, motor carriers, and water carriers.

Requires the PUC to conform its electronic filing processes and forms to comply with the Americans with Disabilities Act and federal laws to ensure equal access for individuals with disabilities.

Takes effect upon approval.
