Reduces reinstatement windows from 24 months to 12 months for inactive licenses due to nonpayment and eliminates automatic license expiration after the reinstatement period for adjusters, producers, and surplus lines brokers.

Clarifies definitions to separate "individuals" (natural persons only) from "business entities" in licensing provisions and simplifies continuing education requirements by removing the specific 24-month preceding period language.
