Director of Finance shall issue special license plates to Hawaii residents upon request and payment of fees that commemorate the state's natural resources and their preservation.

Board of Land and Natural Resources chairperson shall establish plate design containing words or images recognizing natural resource beauty, similar in shape and size to standard plates, and readily identifiable under traffic conditions.

Special plate design shall not infringe intellectual property rights, display obscene images, advertise commercial products, promote religious beliefs or discriminatory philosophies, or obstruct required plate information.

Director of Finance shall charge fees covering county costs, administrative expenses, and a fundraising fee determined in consultation with the Board of Land and Natural Resources chairperson; additional renewal fees may be charged.

Fundraising fee revenue shall be deposited into the conservation and resources enforcement special fund; Director may revoke all special plates if fewer than 150 vehicles register them within three years of initial issuance.
