Establishes a hazard mitigation special fund in the state treasury under Chapter 127A, Hawaii Revised Statutes, to be funded by recovery or reimbursement revenues and legislative appropriations.

Designates that moneys in the hazard mitigation special fund shall be used for personnel costs and operating and administrative costs to administer hazard mitigation programs.

Expands the governor's authority to designate state employees, agents, contractors, or representatives to enter private property to mitigate natural hazards to include "additional natural hazards" beyond the existing categories of dangerous trees, unstable rock and soil, and stream cleaning.

Requires at least ten days' written notice to landowners and occupiers before state entry onto private property, and mandates that property owners be given a reasonable opportunity to mitigate hazards themselves before state intervention.

Effective date: July 1, 2050.
