Establishes a state disaster recovery program and framework overseen by a state disaster recovery coordinator who reports to the governor.

Assigns the coordinator eight primary duties including overseeing the recovery program, establishing recovery priorities, coordinating state agencies on federal disaster recovery programs, and facilitating collaboration between federal, state, local governments and private organizations.

Requires the coordinator to submit comprehensive reports on recovery plans, policies, and decisions to the governor and legislature no later than 20 days before the regular session of 2022 and every odd year thereafter.

Amends Chapter 127A of Hawaii Revised Statutes to require the state comprehensive emergency management plan to include a state disaster recovery program and framework.

Takes effect July 1, 2050.
