Exempts dependents of military service members from Hawaii's state residency requirement for government employment if the dependent is in Hawaii accompanying the military service member on valid military orders.

Defines "dependent" as a military service member's spouse, child under 18 years old, or an individual for whom the service member provided more than one-half financial support for 180 days immediately preceding an exemption application.

Creates expedited temporary licensure pathway for spouses of active duty military members accompanying them on permanent change of station orders to Hawaii in specified professions including healthcare, mental health, and veterinary fields.

Allows temporary licenses to be issued for up to five years or the duration of the military member's assignment orders, whichever is shorter, while applicants complete any remaining state licensure requirements.

Takes effect January 1, 2022.
