Increases the annual expenditure ceiling for the office of health care assurance special fund to offset rising operational expenses, including contracts for a new management information system and background checks system.

Authorizes the office of health care assurance to use special fund moneys to conduct investigations, in addition to existing authorized uses for operating costs, education, and outreach programs.

Modifies the special fund cap on June 30 each year, with excess amounts above the new ceiling to be deposited into the general fund (specific dollar amounts left blank in bill text).

Aims to reduce the office of health care assurance's dependence on general fund appropriations while supporting increased public and health care facility education efforts in response to COVID-19 pandemic needs.

Effective date: July 1, 2060.
