• Establishes a hearing and vision program for children conducted by the Department of Health to increase early identification of hearing or vision loss through consistent screening protocols and follow-up procedures.

• Requires the Department of Health to set recommended standards for evidence-based screening protocols, screening tools, referral procedures, personnel training and certification, and data collection and reporting.

• Removes the outdated "systematic" language from the existing statute and refocuses the program on establishing consistent protocols for screener training and data collection for quality improvement.

• Includes consultation with and education of students, parents, and health and education personnel about hearing and vision screening, treatment, and services within available resources.

• Takes effect upon approval.
