Authorizes the Board of Land and Natural Resources to issue a perpetual, non-exclusive easement over state submerged lands at Maunalua, Oahu for construction and maintenance of a rock groin structure.

Rock groin will replace an existing temporary sandbag groin constructed in 2013 and is designed to slow sediment deposition into the Hawaii Kai Marina entrance channel.

Easement covers portions of state submerged lands seaward of Tax Map Keys (1) 3-9-008:035, (1) 3-9-002:029, and (1) 3-9-002 near Kalanianaole Highway at Maunalua.

Grantee (Hawaii Kai Marina Community Association) must pay the State fair market value for the easement as determined by independent appraisal.

Easement authorization was previously approved by the Board of Land and Natural Resources on June 12, 2020, and requires prior legislative authorization under Hawaii Revised Statutes section 171-53.
