Requests the Director of Labor and Industrial Relations to establish a task force to study and develop a paid family leave pilot program for Kauai County employers and employees, modeled after Hawaii's Temporary Disability Insurance (TDI) Law.

Task force must include representatives from state agencies (Labor, Human Resources, Finance, Attorney General), Kauai County, labor organizations, insurance companies, business organizations, and small business organizations.

Task force must submit recommendations to the Legislature by twenty days before the 2022 Regular Session, including program structure, eligibility criteria, benefit amounts, leave length, qualifying events, job protection provisions, and estimated implementation costs.

Requires analysis of fiscal and administrative impacts on the state, effects on public sector collective bargaining and civil service laws, and opportunities for expanding the pilot program statewide.

Task force is dissolved on June 30, 2022.
