Commits the legislature to addressing systemic racism in the delivery of human services, economic development, health care, and public safety using Hawaii-based and culturally-based health justice frameworks.

Urges the Governor to declare racism a public health crisis and direct all state departments to assess and address how systemic racism exists in their policies, programs, and services.
