Emphasizes that D.C. residents pay more federal taxes than 22 states and serve in the military and on federal juries but lack full representation in Congress.

References a November 8, 2016 district-wide referendum in which 86 percent of D.C. voters supported statehood.

Directs certified copies of the resolution be transmitted to the Vice President, Speaker of the House, President Pro Tempore of the Senate, and Hawaii's congressional delegation for inclusion in the Congressional Record.
