Cites concerns that children are exposed to pornography at an average age of 11-12 years, contributing to hyper-sexualization, low self-esteem, body image disorders, and risky sexual behavior among youth.

States that pornography exposure normalizes violence and abuse toward women and children, increases demand for sex trafficking and child sexual abuse imagery, and may have detrimental effects on brain development.

Asserts that pornography is potentially biologically addictive, leading users to seek increasingly extreme material including risky sexual behaviors and violence, and is linked to marital dissatisfaction and infidelity.

Directs the Governor and Department of Health to recognize the need for education, prevention, research, and policy changes at community and societal levels to address pornography as a public health epidemic.
