Establishes an Act 110 Implementation Task Force to address implementation of Hawaii's state law corollary to Title IX and strengthen efforts to end campus-based sexual violence and gender discrimination.

Task force membership includes one representative each from the University of Hawaii Office of Institutional Equity, Hawaii Civil Rights Commission, Department of Education Civil Rights Compliance Branch, Attorney General, Hawaii State Commission on the Status of Women, University of Hawaii Prevention/Awareness/Understanding Violence Program, and four invited organizations (American Association of University Women of Hawaii, Hawai'i Coalition to End Domestic Violence, Sex Abuse Treatment Center, Every Voice Coalition).

Task force is requested to recommend amendments to Hawaii's state law corollary addressing potential conflicts with recent federal Title IX regulation changes and to recommend an enforcement framework for the state law.

Task force is requested to consider survivor resources, trauma-informed training adequacy, student information sufficiency, relevant legislation from other states (New Hampshire and Massachusetts), Legislative Reference Bureau recommendations, and protections for transgender students.

Task force must submit findings, recommendations, and any proposed legislation no later than twenty days before the Regular Session of 2022; members serve without compensation.
