Request Governor to convene a working group to develop recommendations for effective communications with limited English proficient persons and persons with disabilities before, during, and after emergencies and natural disasters.

Working group to develop a plan ensuring communication services including translation are accurate, culturally appropriate, meaningful, and timely.

Working group to assess current status of communication access, identify communication needs and challenges across government entities, identify resources and costs, and propose legislative solutions.

Working group comprises 22 members including representatives from state agencies (Attorney General, Health, Human Services, Labor, Emergency Management, Technology Services, Language Access, and others), county emergency management agencies, disability organizations, immigrant and refugee service councils, and individuals with disabilities or limited English proficiency.

Working group to submit findings, recommendations, and proposed legislation to the Legislature no later than October 31, 2021.
