Requests the University of Hawaii School of Nursing and Dental Hygiene to conduct a comprehensive analysis of advanced practice registered nurses in Hawaii.

Requires the analysis to include the full scope of practice for advanced practice registered nurses based on national professional guidelines and distinctions between physician and nurse practitioner training and scope.

Directs examination of potential scope of practice limitations in Hawaii Administrative Rules and comparison of Hawaii's approach to other states' regulations for advanced practice registered nurses.

Mandates submission of findings to the Legislature no later than twenty days prior to the 2022 Regular Session.

Responds to physician shortages in rural communities and the Legislature's consideration of five measures to expand advanced practice registered nurse scope of practice in 2021.
