Requires examination of potential scope of practice limitations in Hawaii Administrative Rules and a comparative study of how Hawaii's regulations differ from other states.

Cites physician shortage in the State, particularly in rural communities, and notes the Legislature has passed 22 laws since 2009 related to APRN scope of practice, with 5 measures under consideration in 2021.

Requires the Legislative Reference Bureau to submit its findings to the Legislature no later than 20 days prior to the 2022 Regular Session.
