Request the Hawaii Interagency Council for Transit-Oriented Development to establish a State TOD Investments Task Force to prioritize infrastructure funding for three State TOD priority areas: East Kapolei, Halawa-Stadium, and Iwilei-Kapalama on Oahu.

Task Force shall determine priorities for funding and timing of infrastructure investments identified in the 2020 TOD Implementation Study, with estimated regional infrastructure needs of $1.79 billion for the first ten years (2020-2029).

Task Force shall develop a financing plan that considers value capture and cost recovery mechanisms to offset State investment costs in priority TOD infrastructure projects.

Task Force must submit recommendations and financing plan to the Governor, Mayor of Honolulu, and Council members no later than twenty days before the 2023 Regular Session convenes.

Anticipated development in the three priority areas could produce approximately 19,300 residential units, 4.9 million square feet of commercial/mixed-use space, and 410 hotel rooms within the first ten years.
