Convenes a working group to discuss future development plans in Kakaako Makai, the area bounded by the east side of Kewalo Basin, Forrest Avenue, Ala Moana Boulevard, and the ocean.

Working group shall identify public lands of comparable value suitable for possible land exchange with the Office of Hawaiian Affairs for some or all of its nine parcels in Kakaako Makai.

Working group membership includes the Chair of the Hawaii Community Development Authority (as chairperson), CEO of the Office of Hawaiian Affairs, Chairperson of the Board of Land and Natural Resources, two state senators, and two state representatives.

Working group members shall elect a chairperson from among themselves upon convening.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session.
