Request for the State Auditor to conduct a social and financial assessment of mandatory health insurance coverage for reproductive health services proposed under H.B. No. [bill number], introduced during the 2021 Regular Session.

Assessment must evaluate both social and financial effects of mandatory coverage for comprehensive reproductive health services, drugs, devices, products, and procedures, including provisions prohibiting discrimination in reproductive health care provision.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2022 Regular Session.

Requirement stems from Hawaii Revised Statutes section 23-51, which mandates auditor assessment before any legislative measure requiring mandatory health insurance coverage can be considered.

Certified copies of the resolution must be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
