Requests the William S. Richardson School of Law to form a Burial Sites Working Group to provide recommendations on correcting mismanagement by the Department of Land and Natural Resources' State Historic Preservation Division.

Directs the working group to examine systemic failures in the burial sites program, including inadequate staffing, lack of training for staff and council members, insufficient legal representation, and failure to implement administrative rules for burial site inventory.

Requires the working group to include Island Burial Council chairpersons, DLNR officials, Office of Hawaiian Affairs representatives, landowner/developer representatives, and representatives from the Hawaiian community and Huliau­apa­­a/Kali­uokapa­­akai Collective.

Mandates the working group submit a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Requests cooperation from the Department of Land and Natural Resources' State Historic Preservation Division with the working group's investigation.
