Requests the Legislative Reference Bureau to conduct a study on public health and safety concerns related to legalized gambling to guide decision-making on gaming issues in Hawaii

Directs research on the prevalence of gambling problems before and after legalization, including baseline studies of current gambling patterns and subsequent assessments at least one year after legalization begins

Requires focused evaluation of gambling's impact on vulnerable populations, including their attitudes toward legalization, potential harms and benefits, and policy safeguards to mitigate negative consequences

Mandates economic impact studies assessing effects of gaming facilities on communities and feasibility of asset-based incentive programs

Requires impact studies on public health and safety effects of gaming facilities in surrounding communities
