Department of Transportation is requested to review supply chain challenges that emerged during the COVID-19 pandemic and other natural disaster events in Hawaii.

Review should investigate how supply chain vulnerabilities contributed to delays in moving supplies, including shortages of personal protective equipment for medical workers and first responders.

Hawaii imports nearly ninety percent of its food supply, making supply chain reliability critical during emergencies and natural disasters.

Department of Transportation must submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2021 Regular Session convenes.

Review is to be conducted in collaboration with the Department of Health, Hawaii Emergency Management Agency, and other state agencies and stakeholders.
