Requests the Legislative Reference Bureau to conduct a study of best practices regarding "incidental and supplemental" contracting work performed by licensed contractors and subcontractors in Hawaii.

Study must examine how other state jurisdictions define and handle "incidental and supplemental" contracting work and identify factors beyond cost that other states apply when making such determinations.

Requires the Legislative Reference Bureau to obtain input from relevant national trade organizations during the study.

Directs the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Study follows a Hawaii Supreme Court decision that established criteria for "incidental and supplemental" work: the work must be subordinate to and necessary for completion of the licensee's primary work, and represent less than fifty percent of the project's total cost or extent.
