HCR 147 Summary

• Requests convening a working group to make flood mitigation recommendations for the intersection of East Manoa Road and Oahu Avenue in Manoa Valley, which frequently floods and becomes impassable during heavy rain.

• Working group comprises three appointed members: a House representative from Manoa (appointed by Speaker), a Senate member from Manoa (appointed by Senate President), and a Honolulu City Council member from Manoa (appointed by Council Chair).

• Working group is invited to include two additional members: a resident living near the intersection and an individual who can benefit from and suggest flood mitigation measures.

• Working group must report findings and recommendations to the Legislature no later than twenty days before the 2022 Regular Session convenes and ceases to exist on June 30, 2022.

• Members serve without compensation but receive reimbursement for travel and necessary expenses; public officers receive no additional compensation beyond their normal salary.
