Requests the Auditor to conduct a review of the Department of Health's technology resources as used in COVID-19 contact tracing operations.

Identifies deficiencies in the Department's data collection and sharing systems, including insufficient data science personnel, underpaid staff, and outdated systems unable to handle modern problems.

Cites Department failures during the first six months of the pandemic, including withholding essential COVID-19 data, taking five months to provide racial breakdowns of deaths, and six months to provide accurate contact tracer numbers.

Requests the Auditor to recommend improvements to Department policies for more timely and transparent COVID-19 tracking information and identify additional resources needed to implement recommendations.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session.
