Urges the Department of Public Safety to increase investment in comprehensive offender reentry programs for individuals exiting correctional facilities.

Encourages the Department to maintain existing reentry services and funding for those contracts during the current economic crisis.

Calls on the Department to identify opportunities to shift from retributive approaches to corrections and reinvest in reentry support programs.

Requests the Department to fully comply with its statutory obligation under section 353H-32, Hawaii Revised Statutes, to provide exiting offenders with civil identification documents, noting that roughly half currently exit without such documentation.

Urges the Department to work with community stakeholders to identify barriers to successful offender reentry and develop policy changes to address them.
