HCR 152 Summary

• Requests the Department of Education to convene a working group to review progress toward and next steps for implementing an alternative certification program for school leaders under Hawaii Administrative Rules Title 8, Chapter 65.

• Working group must review and report on: retirement-eligible principals, implementation steps taken, number of leaders completing the program since 2012, demand for the program, applications from authorized providers, consultation with other states, and next steps if not fully implemented.

• Working group composition includes one Senate member and one House member as co-chairs, the Superintendent of Education or designee, Board of Education Chair or designee, and up to 14 invited participant representatives from education stakeholders and expert organizations.

• Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convening and shall dissolve on January 30, 2022.

• Members serve without compensation; certified copies to be sent to the Governor, Board of Education Chair, and Superintendent of Education.
