Urges the Department of Land and Natural Resources (DLNR) to recognize eFoil vessels as "thrill craft" under Hawaii law, which are motorized vessels under 13 feet in length that can exceed 20 miles per hour.

eFoil vessels have electric motors and can reach up to 25 miles per hour, meeting the definition of thrill craft that should be regulated accordingly.

Directs DLNR to apply and enforce existing speed restrictions for thrill craft when near swimmers, beachgoers, marine life, and traditional surfers.

Requires DLNR to develop administrative rules establishing minimum distances that eFoil vessels must maintain from swimmers, beachgoers, marine life, and traditional surf line-ups.

Urges DLNR to collaborate with the National Oceanic and Atmospheric Administration to enforce Marine Mammal Protection Act provisions against eFoil vessel impacts on marine mammals.
