Authorizes the Board of Land and Natural Resources to issue a 25-year non-exclusive easement on state submerged lands at Kapaa, Kawaihau, Kauai (Tax Map Key: (4) 4-3-009: seaward of 041) to the Association of Unit Owners of Kauai Kailani Condominiums for construction and maintenance of a sandbag groin.

Addresses erosion at Kuhio Beach caused by removal of a 70-foot concrete groin, which resulted in approximately 500 cubic yards of sand loss over two years.

Covers approximately 1,764 square feet and includes authorization for beach nourishment activities involving placement of approximately 1,140 cubic yards of sand sourced from the Waipouli Drainage Canal.

Requires the grantee to pay fair market value for the easement as determined by an independent appraiser and to post a removal bond if legislative approval is not secured.

Complies with Hawaii Revised Statutes section 171-53, which requires Governor approval and legislative authorization by concurrent resolution for leasing state submerged lands.
