Request Hawaii Housing Finance and Development Corporation to convene a multi-agency task force to establish a uniform definition of affordable housing across the state.

Task force to explore how affordable sales guidelines are currently calculated and review maximum sales price determination methods, re-sale restrictions, equity sharing provisions, and other guidelines for high-cost areas.

Task force membership to include Executive Director of Hawaii Housing Finance and Development Corporation (serving as chair), Director of Planning, Hawaii Community Development Authority Executive Director, Senate President, House Speaker, county planning representatives, a local developer with below-market home experience, and a Hawaii Budget & Policy Center housing policy analyst.

Task force exempt from Hawaii Revised Statutes chapter 92 and authorized to invite additional organizational and agency representatives to participate.

Task force required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session.
