HCR 173 Summary

• Requests all post-secondary educational institutions in Hawaii with international students or graduates (Spring 2020 or later) to conduct outreach and maintain records on student housing status, financial needs, physical and mental well-being, and immigration/visa status.

• Directs institutions to consider and provide supportive services to international students and recent graduates, including assistance with student visa requirements, housing assistance, work opportunities, and financial aid.

• Requests institutions implement activities promoting physical exercise, social and cultural engagement, and efforts to combat anti-Asian sentiments, while creating a sense of safety and belonging among international students.

• Acknowledges COVID-19 pandemic hardships facing international students including social isolation, healthcare system unfamiliarity, financial difficulties, ineligibility for federal aid, border closures, visa uncertainties, and rising hate crimes.

• Requires certified copies be transmitted to the University of Hawaii System President and Director of Commerce and Consumer Affairs for distribution to private colleges, universities, and religious training institutions authorized to operate in Hawaii.
