Urges the Department of Transportation, Mayor, and Honolulu City Council to reroute Farrington Highway according to the 1998 Makaha Beach Park Master Plan, which proposed moving the highway inland away from the beach.

Requests the City and County of Honolulu update the 1998 Makaha Beach Master Plan and directs the Oahu Metropolitan Planning Organization to maintain the Farrington Highway Makaha Beach Realignment Feasibility Study in their fiscal year 2022 work program.

Notes that Farrington Highway currently bisects Makaha Beach Park, creating unsafe conditions for beachgoers crossing to access the beach and resulting in highway damage from storms and waves; multiple studies from 1985 and 2010 recommended inland realignment.

Urges the Department of Transportation to maximize traffic flow during bridge replacement construction of Makaha Bridge No. 3 and 3A (constructed in 1927 and classified as deficient) while avoiding congestion, particularly on weekends.

Directs certified copies be sent to Hawaii's Congressional Delegation, Governor, state and local officials, and the Waianae Neighborhood Board.
