Identifies strategic advantages including New Zealand's top-20 education ranking, experience addressing geographic and environmental challenges as an island nation, and potential to expand Hawaii's film industry, education, environmental goals, and export commodities.

Requires the Hawaii Sister-State Committee to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2022 Regular Session.

Directs certified copies of the resolution to be transmitted to the Director of Business, Economic Development, and Tourism and the Chairperson of the Hawaii Sister-State Committee.
