Requests the convening of a creative resurgence task force to build and foster creativity and innovation through the arts, culture, and humanities, addressing pandemic-related impacts on creative industries and arts education.

Task force directed to examine tax-exempt status protections for nonprofits, charitable tax policies, caps on charitable donation deductions, creative economy policies, Department of Labor support for creative sector workers, and access to arts education and workforce opportunities.

Task force membership comprises 14 members including faculty from University of Hawaii campuses, the Director of Business, Economic Development, and Tourism, executives from arts councils and cultural centers, the State Foundation on Culture and the Arts, and one senator and one representative.

Task force members shall elect a chair and vice chair from membership and may invite additional organizations, agencies, or individuals to participate.

Task force must submit a report with findings and recommendations to the Legislature no later than twenty days before the 2022 Regular Session and ceases to exist on June 30, 2022.
