Urges the Department of Health to prioritize testing and researching fecal indicator bacteria (FIB) levels and other pollutants in the beach sand at Pokai Bay on Oahu's Leeward Coast.

Requests the Department of Health develop a plan to increase water circulation at Pokai Bay to improve water quality and mitigate pollution and contamination-related health risks.

Directs the Department of Health to collaborate with appropriate state and county agencies and submit a report to the Legislature no later than 20 days prior to the 2022 Regular Session, including findings, cost estimates, and any proposed legislation.

Requests the Honolulu Department of Parks and Recreation prioritize renovations of restroom facilities at Pokai Bay based on the Department of Health's testing results for FIB in beach sand.

Identifies pollution sources at Pokai Bay including surface runoff, illegal dumping, tar balls from vehicular use, and suspected bacteria from homeless encampments and restroom facilities.
