Urge counties to consider establishing a moratorium on motor vehicle registration payments, similar to existing COVID-19 moratoriums on rent and mortgage payments.

Cite financial hardship faced by low-income individuals unable to pay annual registration fees in one payment and the burden of delinquent fees and penalties that result from late registration.

Direct certified copies of the resolution to be transmitted to the mayors, county council chairpersons, and vehicle registration administrators of all Hawaii counties.
