Request the Legislative Reference Bureau to conduct a study in consultation with the Department of Agriculture, Department of Taxation, and Hawaii Emergency Management Agency on supporting greater local food production.

Study must examine how general excise tax exemptions could support local food production.

Study must examine how greater local food production could help diversify Hawaii's economy and ensure food access if harbors become inaccessible due to natural or human-caused disasters.

Legislative Reference Bureau must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the Regular Session of 2022.

Certified copies of the resolution must be transmitted to the Director of the Legislative Reference Bureau, Chairperson of the Board of Agriculture, Director of Taxation, Adjutant General, and Administrator of the Hawaii Emergency Management Agency.
