Urges the Department of Health's Environmental Management Division to ensure Hawaii's recyclable waste sent out-of-state for processing meets environmental standards outlined by the Basel Convention.

Urges all Hawaii counties to ensure their recyclable waste destinations comply with health and safety standards outlined by the Basel Convention.

Notes that in 2019, Hawaii exported approximately 10.5 million pounds of plastic, 8.5 million pounds of aluminum, and 32.1 million pounds of glass and bi-metal to destinations including China, India, Indonesia, Malaysia, Saudi Arabia, and South Korea.

References the Basel Convention on hazardous waste (adopted March 22, 1989), which entered force in 1992 to protect human health and environment by restricting hazardous waste transfer from developed to less developed countries.

Requires certified copies be transmitted to the Governor, Director of Health, and mayors of each county.
