Requests the Auditor to conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation, which manages state small boat harbors, mooring facilities, and ocean recreation programs.

Cites community concerns including poor communication with the boating community, inconsistent enforcement of administrative rules, widespread management complaints, and employee misconduct and ethics violations.

References a prior 1998-2000 audit that found recurring mismanagement problems and recommended strategic planning to address ongoing issues with the boating program.

Directs the Auditor to examine whether the Division uses government resources in compliance with statutes and rules, achieves its objectives, and conducts activities effectively, efficiently, economically, ethically, and equitably.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.
