Recognizes the importance of updating state data governance models to facilitate fact-based policymaking in the 21st century, with particular emphasis on disaggregating Native Hawaiian data from other Pacific Islander data.

Urges the Department of Health, Department of Labor and Industrial Relations, Department of Human Services, Judiciary, and county police departments to compile and share existing disaggregated data on Native Hawaiians and Pacific Islanders with the Office of Hawaiian Affairs and the public expeditiously.

Directs the Department of Health, Labor and Industrial Relations, Human Services, Judiciary, and county police departments to work with the Office of Hawaiian Affairs and the Native Hawaiian & Pacific Islander Hawaii COVID-19 Response, Recovery, and Resilience Team to develop data collection and sharing procedures, with reports due 20 days before the 2022 legislative session.

Urges the Governor to establish a task force on 21st Century Data Governance consisting of the Director of the Office of Planning, Chief Information Officer of the Office of Enterprise Technology Services, Chief Executive Officer of the Office of Hawaiian Affairs, and other relevant members to assess current data procedures and challenges.

Requires the task force to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2023 regular session.
