Urges the United States military to clean up munitions and explosives of concern in Hawaii under the Military Munitions Response Program established by Congress in 2001.

Calls for remedial action to restore land contaminated by military munitions rather than using land use controls such as fencing to restrict access.

Identifies Bellows Air Force Base on ceded lands in Waimanalo as contaminated from previous urban warfare training and unsuitable for return to the State under current conditions.

Directs that certified copies be transmitted to the President, Secretary of Defense, Commander of the United States Indo-Pacific Command, Hawaii's congressional delegation, and Governor.
