Request a joint study by the Department of Transportation and Kauai Department of Public Works to identify and recommend methods to alleviate traffic congestion at two intersections: Kaumualii Highway and Opu Road, and Kaumualii Highway and Maluhia Road.

Study must include a timeline and estimated costs for implementing the recommended traffic congestion mitigation methods.

Require submission of a joint report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.

Justify the study based on Kauai County's 7.7 percent population growth between 2010-2019, fifteen percent increase in vehicle registrations between 2010-2018, and the presence of seventeen of the county's fifty-two largest employers located near the Kaumualii Highway corridor.
