Urges the Office of the Lieutenant Governor to convene a task force to establish procedures and guidelines for high schools and educational institutions to plan safe graduation ceremonies

Recommends task force membership include representatives from the Department of Education and Department of Health

Acknowledges COVID-19 pandemic constraints on graduation ceremonies and notes that public health measures now allow planning for increased gatherings

States Hawaii may approach herd immunity by late spring or early summer 2021, creating opportunity for spring and summer graduation ceremonies

Directs certified copies be transmitted to the Governor, Lieutenant Governor, Chairperson of the Board of Education, and Director of Health
